Fetches all transfers, allowing filtering in multiple ways. Paginated.

Parameters

account — only return transfers from/to this account, or all accounts if null
asset — only return transfers of this asset, or all assets if null
filter — Whether to return only incoming, outgoing or all transfers
height — Only return transfers that happened after this block height, or all transfers if null
page_size — the size of the pages to retrieve
page_cursor — a pointer to where the page should start
